Claude, Grok, Gemini, and GPT each cast an independent vote at temperature 0.20. Unanimous → fire. Any disagreement → the trade is held and the disagreement is logged. You see all four votes in the decision history.

The evaluator runs on isolated infrastructure with a separate model and a separate audit trail. It cannot place trades. It grades every decision pre-trade and again at expiry. You see the verdicts; the agents don't.

When the tape turns against you, the wrong move is to keep fighting the same way. Phalanx doesn't stop in a difficult market — it changes posture. Every engine reads the strategic regime file on every tick and adjusts sizing, stops, and direction accordingly.
Maximum aggression. All engines forward.
Longs 80%+ NLV. Dolphin fully deployed (SPY + QQQ). Wolf and momentum engines at full allocation. Trailing stops loosened. The system leans in.
Dolphin activates. Wolf operates.
Strong long bias (~80% NLV long / ~35% short). Dolphin activates after ≥3 consecutive bull opens. Wolf (mean reversion) operating normally. Current default when trend confirms.
Standard operation. Default posture.
Balanced long/short sizing. Engine direction filters honored. Standard stops. Most trading days begin here until the 09:00 ET regime vote resolves.
Reduced longs. Short bias emerging.
Long allocation shrinks. Short-biased engines elevated. Condor long-term accumulation pauses. The system reduces exposure while directional thesis resolves.
Duck activates. Heavy short deployment.
Duck deploys SHY and TLT. Aggressive short positioning. New long entries near-blocked. This is attacking in the right direction — short is the weapon for this tape.
No new entries. Positions close.
Duck fully deployed. No new positions opened fleet-wide. Existing positions held or reduced to zero. Not retreat — reloading for the next setup.

Terminator + Elliott are daemon engines with their own scheduling — not regime-routed. Tango (market-neutral pairs) is exempt from long/short NLV split caps.
Regime auto-set by 2-of-3 vote: VIX + SPY trend + intraday tape, polled every ~2 minutes via Azure sync. Manual override: pin any regime from orb → Configuration → Strategic Regime. All engines pass the SafeBroker chokepoint before every order.
